Task 12.Read and translate the text to find out about:

AIRPORT FACILITIES

A modern airport has three main types of facilities. One is for passengers, one for airplanes on the ground, and one for planes that are taking off or landing.

The busiest and perhaps the most interesting airport building is the terminal building. People make flight reservations and buy tickets at ticket counters. Flight information boards, which can be television screens or electronic signs, display information about arriving and departing flights.

After the passenger service agents take passenger’s baggage, it moves on a conveyor belt to the baggage make-up room. There, the luggage for each flight is sorted and placed in containers or on carts to be loaded on the proper airplane.

Modern airport terminals resemble shopping malls. They have waiting lounges, restaurants, snack bars, gift shops, newsstands, game rooms, bookstores, boutiques, banks and even hotels.

Besides, amenities include Left Baggage Counter, Lost and Found, the Nursery, Public Health and toilet facilities.

Among the facilities for airplanes on the ground are loading bridges connected to the terminal building, maintenance shops, in-flight food kitchens and a fueling system. Workers clean the cabin, put food and pump drinking water aboard. There is a special airline’s operation area in the terminal building where the crew examines weather reports and determines the fastest and safest route for each flight.

Facilities that serve airplanes during take off and landing include runways, taxiways, parking ramps, and air traffic control tower. Traffic controllers in the tower regulate air traffic at and near the airport. Radar and approach lights assist planes in taking off and landing.

If your flight is delayed or cancelled.

According to Clause 99 of Federal Aviation Rules No. 82, in case of travel interruption by fault of the carrier, as well as in case of a flight delay or cancellation due to bad weather, for technical or other reasons or in case of a change to travel route, the carrier shall provide for the availability to passengers of the following services (at the departure point and waypoints):

1) mother-and-child room, for passengers travelling with a child under the age of seven;

2) two phone calls or two emails, if the departure is delayed for more than two hours;

3) refreshing drinks, if the departure is delayed for more than two hours;

4) hot meals, if the departure is delayed for more than four hours, and thereafter every six hours during the day and every eight hours during the night;

5) hotel accommodation, if the departure delay lasts eight hours or more during the day or six hours or more during the night;

6) transportation from the airport to the hotel and back, when the hotel is provided at no additional cost;

7) luggage storage.

The services listed in Clause 99 of Federal Aviation Rules 82 shall be provided to passengers free of charge.

Each case of a carrier’s failure to comply with passenger transportation rules or to provide the services required in the event of a flight delay or cancellation should be reported to the Moscow Prosecutor’s Office for Air and Water Transport Law Enforcement or to the Moscow Interregional Transport Prosecutor’s Office.

The illicit drug trade is truly international, spanning the globe. Drug traffickers are not confined by national boundaries; they transport their goods through many countries and often market their wares in several nations.

To be effective in combating this trade, an individual customs service cannot stand alone. It must work with other agencies, both nationally and internationally to share information and intelligence on all aspects of the drug trade to improve their capability to target suspect passengers or cargo. This includes general information on such topics as the routings, concealment methods and modus operandi as well as more precise information on specific smuggling activities where individuals or organizations are being targeted.

READING 1
Task 1.Read and translate the text.
In accordance with the provisions of the Customs Code of the Eurasian Economic Union individuals can carry in accompanied and non-accompanied luggage goods intended for personal, family, domestic and other needs not connected with commercial activity.

The intended purpose of the goods is determined by Customs authorities on the basis of a declaration from an individual, the nature and quantity of the goods and the frequency with which the goods are carried across the customs border.

If you travel by air and the value of imported goods (except ethyl alcohol, alcoholic beverages, beer, indivisible goods for personal use) doesn’t exceed the equivalent of €10,000 and/or the total weight doesn’t exceed 50 kg, the goods are exempt from customs duties. If you travel by means of transport other than air or on foot, the allowance is €500 and/or 25 kg.

An indivisible item for personal use is a product in any form (assembled, unassembled, disassembled, complete, incomplete or unfinished) weighing more than 35 kg together with the primary package which is inseparable from the product before its consumption, provided, that separation of such a product is impossible without changing its purpose. 

Goods for personal use (except ethyl alcohol, alcoholic beverages, beer, indivisible goods for personal use), delivered by the carrier to the customs territory of the Eurasian Economic Union within one calendar month for one individual, are exempt from customs duties if the value does not exceed the amount equivalent to €200, and (or) weight does not exceed 31 kg.

Customs duties are not paid on goods for personal use (except for indivisible goods), forwarded in international postal items if the value of such goods sent in the course of one month to one recipient doesn’t exceed the amount equivalent to €200, and (or)   gross weight does not exceed 31 kg.

In case the value of the goodsand/or the total weight exceeds the limit, a unified rate of customs duty is applied to the amount of the excess. A unified rate of duty is 30 % (per cent) of the customs value of the goods but not less than 4 euro per kilogram.

Customs duties and taxes on indivisible goods whose weightexceeds 35 kg are to be assessed in accordance with their total value and weight.

The rates of customs duties on imported transport means depend on their value, the date of manufacture and the engine volume.

Government establishes quantitative limits on certain categories ofgoods. Individuals over 18 years old can carry across the border free of duty 3 liters of alcohol and beer, 200 cigarettes, or 50 cigars (cigarillos), or 250 g of tobacco, or the specified products in the range with a total weight of not more than 250 g , 250 g of caviar.

A full exemption from customs duties and taxes is granted for awards, regardless of value and weight, (orders, medals, cups),imported by the awarded persons or to such persons on condition that the necessary documents are submitted.

An individual can carry sports equipment, photo and video equipment, other goods used in professional activities not connected with commercial activity, regardless of value and weight, in the amount necessary for use during the stay in the customs territory of the Eurasian Union if he/she is accredited in the member States of the Union to participate in official international sports, cultural, research, educational and other events.

Cash and/or monetary instruments imported by any means are not subject to duties and taxes.

Goods prohibited for bringing into the country are: weapons of allkinds, ammunition and explosives, drugs and psychotropic substances, organic pollutants, pesticides, poisonous substances,
wildlife objects.
