Sullivan, 1995). But for an investigative methodology to be of value, more is
required than tests of validity and reliability. Police detectives must: (1) be
aware of and give credibility to the technique; (2) request the service and
have it delivered in a timely fashion; and (3) understand the method’s capa-
bilities and limitations, and utilize its results appropriately. Also, finding the
offender is only half of the police investigative equation; gathering sufficient
evidence for a charge and conviction is the other, equally critical, half (East-
ham, 1989, p. 33).

Taylor (1997) suggests that: “The technique [of geographic profiling]

holds the strongest promise for assisting police in investigations of serial
murderers, serial rapists, and serial arsonists” (p. 5). Its full potential, how-
ever, results from its integration with other behavioural science techniques,
forensic analysis, eyewitness reports, and investigative information. A classic
example of such a strategic approach can be found in Operation Lynx, the
largest police manhunt in Britain since the Yorkshire Ripper Inquiry.  The
investigative team’s focus was five linked rapes that had occurred in three
different cities – Leeds, Leicester, and Nottingham – from 1982 to 1995.
Detectives had collected DNA evidence, suspect descriptions, and a partial
fingerprint too small to search via AFIS. They also connected the use of a
stolen credit card to one of the cases, producing 20 locations upon which to
base a geographic profile. Parameters of sex, age, criminal record, and resi-
dence area were used to conduct a manual search of fingerprint files. A print
match was found in the second police station on the geographically priori-
tized list, and DNA confirmed the result. At the time of the rapes the offender,
Clive Barwell, was living in the top 3.0% (21 mi2) of the geoprofile.  In
October 1999 he pled guilty to four counts and was sentenced to eight life
terms in prison.

Waters (1998) states that geographic profiling is “at the cutting edge of

a revolution in crime-mapping strategy and technology. By organizing vast
amounts of information and translating that information into maps, a grow-
ing coterie of geographer-criminologists is helping to change the way we cope
with crime” (p. 47). The use of geography for criminal investigation and
offender profiling strikes a chord within practitioners. This resonance is
perhaps best explained by the old police truism: “When all else fails, return
to the scene” (Barrett, 1990, p. 90).
