SUSTAINABLE DEVELOPMENT
Over the past 20 years there has been a gradual shift in the concept of sustain-
able development, with the emphasis moving towards the ‘green economy’ through
the introduction of environmental and social indicators
Although there is no generally accepted definition of the term “green economy”,
it is usually understood as having characteristics which increase natural capital
while eliminating or decreasing environmental challenges and threats. A green
economy would thus be about low-carbon, resource-efficient and socially inclusive
development. It also implies that waste should be managed and introduced in one
form or another back into the production cycle, thereby minimizing its potentially
harmful environmental impact.
Sustainable development based on this understanding of the ‘green economy’
principle, presents considerable opportunities for co-operation among the BRICS
countries (Table 2), as it entails tackling the problem of human development while
restating the importance of innovative, energy-efficient growth. Currently the world
is still largely developing within the ‘brown economy’ model. Although this type of
capital-intensive growth does provide a higher quality of life, it is unsustainable
and leads to increased environmental degradation, resource depletion, biosphere
misbalance, and poverty, as well as growing inequality among people, countries
and regions. It is important to note that GDP per capita growth cannot be directly
transformed into a higher quality of life, since the above-mentioned problems sug-
gest a lowered quality of life, health problems and limited options for further devel-
opment. Within the context of the “green economy”, the growing needs of the global
population point to the necessity of lower levels of energy consumption and higher
resource efficiency, diversification and the modernization of production.
Thus, following UNEP findings, we would restate that the features of a green
economy include:
• efficient use of natural resources;
• preservation of natural capital growth;
• decreased pollution;
• low carbon intensity;

increased revenues and employment

1.Transition to a ‘green economy’
‘Green economy’, in terms of resource efficiency, carbon intensity, and invest

ment in natural capital, is a powerful competitive alternative to a traditional econo-
my. Considering the ecological footprint of the BRICS countries, a ‘green economy’
has the ability to create new jobs, including those in the high-technology industry.
2.Energy and Climate Change
Progress on energy efficiency, transition to clean and renewable energy sources
have paramount importance for sustainable and stable development of our coun-
tries, as well as within the framework of countering global climate change and pre-
vention of environmental catastrophes in specially vulnerable regions of potential
production and transportation of hydrocarbons such as the Arctic, Altai, and the
Sea of Okhotsk.
The second factor impacting climate, is land use — forestry and agriculture.
Transition towards newer, more sustainable technologies in agriculture and preven-
tion of deforestation, especially in tropical forests, will ultimately play a significant
social role in the BRICS countries.
3.Food Security
An important issue understood in terms of: undermining food independence, ac-
cessibility of these goods for the population and elimination of agricultural produc-
tion losses from cultivation to consumption
4.Inequality
For the past 20 years BRICS countries have been experiencing the rise of in-
equality which slows down both economy and social resources growth, worsening
social welfare policies effectiveness.
5.Marine Environment Protection
New deep water drilling and seabed natural resources extraction technologies.
Growth of maritime traffic and inadequate fishing practicesare significantly straining
marine ecosystems. Such problems constitute the primary interests of all BRICS
countries.
6. BRICS Development Bank
Creation of a new financial institution is deemed necessary, since its creation
would serve as a tool for solving various problems and challenges faced no only
by BRICS countries, but also developing and in-transition countries in the 21

Bilateral cooperation between BRICS
Through bilateral negotiation, Russia and Brazil are to elaborate a joint pro

Legal foundation for such cooperation is fixed by the Memorandum on inten

tions for further cooperation in environmental protection signed on the 11

Russian-Chinese
legal foundation is based on the agreement of joint govern-
ment cooperation in the field of environmental protection signed in Beijing, on
the 27
th
of May, 1994

tion within the Russian-Chinese Commission is active Additional agreements in
support of this cooperation were signed in June 1995 on mutual protection of
forests; in November 2000 on mutual development of forest resources; in May

logy as of 2000.
Russian-Indian environmental cooperation is based on an Agreement of coop-
eration regarding environmental protection and natural resources as of June, 1994.
With South Africa, Russia has built its relations on respective agreements of
development, recycling and enrichment of minerals as of April, 1999.
Brazil
has lower level of legal cooperation and initiative compared to the rest of
the BRICS countries. Thus, with China cooperation is limited to joint statements
on addressing climate change issues, together for a common vision of sustainable
development from May 2015

. China also organized
Environmental Protection Cooperation Meeting with African countries within the
framework of FOCAC implemented the China-Africa human resource training pro-
gram for environmental protection, and set up the UNEP China-Africa Environmen
-
tal Center. The Chinese government has proposed to form a partnership between
China and Africa in addressing climate change, and strengthen cooperation in fields
like satellite weather monitoring, development and use of new energy, prevention
and control of desertification and urban environmental protection.
BRICS deliberations
While BRICS’s position on climate change is difficult to call completely conver
-
gent, there is ample room for the formulation of a common approach in areas of
sustainability, technological exchange and responsible development. As previously
mentioned, Russia’s Presidential seat in 2015 chooses to address social inclusive
development. The first official meeting of BRICS environment ministers took place
in Moscow this past April, where once again BRICS reaffirmed their commitment to
the Rio Declaration of 2012. Agenda 21 and Johannesburg Plan of Implementation
were also mentioned. The prior Sustainable Development Goals and Post 2015
Development Agenda were dually noted. And common responsibilities previously
agreed upon were also mentioned. Subsequent results show progress with the
introduction of several specific standing mechanisms aimed at tackling joint areas
of concern. Ministers deliberated on the possibility of “establishing collaborative
platform” for BRICS to “share best environmental practices and facilitate exchange
of environmentally sound technologies and know-how with participation of public
and private stakeholders”.
SUSTAINABLE DEVELOPMENT WORKING GROUP
DRAFT RECOMMENDATIONS
Taking into account the economic, ecological and social aspectual interrelations
of development there arises an ultimate need for a sustainable approach.
Emphasizing that issues connected to the sustainable development are relevant
for the majority of the BRICS countries even if different in forms and with national
specificities
Noting the acuteness of these problems and stressing the vital need to broaden
cooperation between states. Striving towards efficiency and global minded solu

B R I C S
‘Green economy’
:
1.
To promote transition to ‘green economy’ for sustainable development, there
is a need for the elaboration of priority issues and forms of cooperation be-
tween states;
2.
To take effective measures to trace the origins of used sources (produced,
imported, and exported) of biological resources;
3.
To develop programs and to encourage green investments;
4.
To comprehensively develop mechanisms for responsible financing, both
through mechanisms of banking regulators and participation of countries in
international financial institutions;
5.
To conduct joint research on economic and trade issues in accordance with
the Delhi Declaration, taking into account ‘green economy’ and sustainable
development aspects;
6.
To discuss possibility of initiating new international agreements, bound to pro-
mote transition to ‘green economy’, in particular, on the WTO platform. For ex
-
ample, “Sustainable Energy Agreement” classifying possible subsidies in con-
text of sustainable development; “Sustainable Investment Agreement”, green
technology flexibility mechanisms (similar to mechanisms used for medicine);

To consider compatibility of major hydroelectric and nuclear energy projects
with the ‘green growth’ concept;
8.
To develop and adopt a timetable for the transition of BRICS countries to
new energy, with the achievement of primary energy production from re-
newable sources, adopted at a national level in order to achieve substantial
progress by 2020 and in subsequent periods;
9.
To develop and adopt new international norms of energy consumption in the
most power-intensive industries. Concerted minimal international standards
for fuel efficiency for new vehicles should be elaborated along with creation
of new conditions for further efficiency improvements. Similar approach
should be implemented in other energy-intensive sectors of the economy.
10.
To develop a timetable and action plan for the development of hybrid and
electric vehicles in the BRICS countries.
Climate Change
11.
To adopt quantitative commitments to reduce greenhouse gas emissions as
a basic criterion for determining balanced growth
12.
To achieve the goal of limiting anthropogenic emissions, reaching situation of
comprehensive equal global energy security and sustainable development,
BRICS countries should make concerted efforts to promote and implement
the following strategic objectives:
• Reduce (compared to current levels) use of fossil and nuclear fuels and
transit to predominant use of renewable energy sources (excluding large
hydroelectric dams) located near the end consumer and accessible for
the majority of the population by the middle of the 21
st
century.
