Public relations is a distinctive management function which helps establish and maintain mutual lines of communication, understanding, acceptance and cooperation between an organization and its publics; involves the management of problems or issues; helps management to keep informed on and responsive to public opinion; defines and emphasizes the responsibility of management to serve the public interest; helps management keep abreast of and effectively utilize change, serving as an early warning system to help anticipate trends; and uses research and sound ethical communication techniques as its principal tools.
Public relations is the management process whose goal is to attain and maintain accord and positive behaviors among social groupings on which an organization depends in order to achieve its mission. Its fundamental responsibility is to build and maintain a hospitable environment for an organization.
Public relations has become much more than just a corporate communication practice. Rather, it is a theoretically grounded and research-based area that has the potential to unify a variety of applied communication areas and serve different types of organizations, including nonprofit organizations with prosocial agendas.
Excellent public relations seems to be the glue that holds excellent organizations together, because of the importance of symmetrical communication and collaboration in organizations that are organic, value human resources are innovative, have leaders who inspire rather than dictate, and have strong, participative cultures. In addition, excellent organizations can develop most easily in a societal culture that values collaboration – the last characteristic. Public relations is the organizational function that could bring such a culture into the organization, or that could export a participative organizational culture to the broader society.

Mr. Forrest was a journalist who lived in a small flat on the top floor of a large building. He was a rather noisy young man. Now in the flat below his there lived an elderly lady who was a very bad sleeper.
One day she accosted him as he was lying the building to go to work.“ Mr. Forrest,” she said, “ I know you are young and cannot be expected to behave as if you were an old man. But there is one thing I would ask you. Would you please not throw your shoes down with such a bang when you take them off at nights? I’m a bad sleeper. I lie awake every night waiting for you to come home and cannot get any rest until I hear you take your shoes off. I know I’m silly, but I’m sure you wouldn’t wish to disturb an old woman, as far as you can help.”
Mr. Forrest faithfully promised to be more careful and went off to his work. By the time he got home that night, however, he forgot all about the lady downstairs. After he took a hasty supper, he started to undress. Bang! Went his first shoe on the bedroom floor. The sound startled him but it was too late. Idiot that he was! he took off the other shoe as softly as he could, feeling very guilty. No sooner he creeped into bed than there was a tap at his door. “Mr. Forrest” came the voice of the old lady, “would you please throw down the other shoe so that I may go to sleep?”
This was too much for the poor young man. The next week he moved to rooms over an empty shop where he could make as much noise as he liked without disturbing anyone.
