Диалог № 1

Stevedore. — Mr. Mate, will you come ashore to examine some sacks?

Second Mate. — What’s wrong?

St. — Come along and you’ll see. They are right over there. Just look at these bags. The sugar

got damp.

S. M. — But I don’t see any traces of dampness on the bags. Feeling dry to me.

St. — True enough. There are no traces. But these lumps were formed only because of moisture.

Later the bags could have dried. Right? The consignee will refuse to take the cargo in such

a state.

S. M. — I can’t accept claims on this cargo ashore. I warned you that if any claims arise they

must be made on board ship. Otherwise your claims will be rejected.

St. — That’s just I want to do. I’ll inform our Chief Control­ler’s Office.

Second Mate. — I’ve noticed that many of your men went down carrying hooks with them.

Haven't you told them not to use hooks while loading bagged cargo?

Stevedore. — They, sure, have been duly instructed and war­ned, but you see they always try to

make the work easier, and they are very experienced in handling cargo.

S. M. — My duty is to warn you beforehand and also advise the Captain that your men do not

follow the loading regulations. The ship won’t be responsible for any shortage of the

cargo caused by your negligence. If I see any sweepings in the hold the work will be

immediately suspended.

St. — All right! I’ll warn them once again not to use hooks and take all possible measures to

avoid tearing bags.

Stevedore. — Good morning. Mr. Mate. Is anything wrong down there?

Second Male. — Good morning, Sir, I have just warned the foreman that his men are still using

hooks, and a few bags have already been torn. We don’t want any claims on the

part of the consignees, so you have either to take certain measures, or other­wise

the work will be stopped. Moreover, I’ll be forced to make corresponding notes

in my Mate’s receipts regarding soiled and secondhand bags.

Stevedore (to the foreman). — Have you counted the number of torn bags?

Foreman. — Yes, There are thirteen of them.

St. — Well, take them back to the shed. They will be replaced by new ones. (To the Second Ma-

te) — You may be sure I won’t al­low anything of the kind to happen in future. Any other

claims? Are you satisfied with the stowage?

S. M. — That’s all right, Sir. I have no more claims.

§ 17. TALLYING CARGO
To tally is “to check” or “keep a record” of all cargo loaded into or discharged from a vessel. It is an essential part of cargo work in order to prevent claims, sometimes illegitimate, upon the ship or stevedores for short discharge or loading.

As is often the case, there are so many channels through which consignements have to pass before they eventually reach the consignee after discharge that much confusion and worry can be avoided, if the shipper and carrier safeguard their own interests.

The tallying of a cargo should be made in alphabetically in­dexed books, one for each hatch ,and each port of discharge, and should consist of records of all marks and numbers of the goods, description, quantity, disposition of stow within a compartment.

A ship’s responsibility ends when the cargo crosses the rail, therefore tallying should be made on board the vessel and not, as it often happens, ashore in the warehouse.

Tallying is done by shore and ship’s tallymen. The tallyman counts the number of cargo pieces in each draft before they are removed from the sling. If a draft is some pieces short or extra the tallyman must inform a stevedore about it on the spot.

Tallies should be compared and agreed, at the end of the day between the ship tally and shore tally and any difference immedia­tely investigated. In some cases it may eyen be necessary to retal­ly a consignment if the discrepancy is large.

S. — I’m sorry, I was informed too late. Probably there will be no shortage, but to avoid any dis-

putes after discharging, let’s retally the consignment. Don’t you object?

C. O. — Settled! Let’s do it.

Cargo Officer. — We shall have to draw up a statement of shortage. This lot is 10 pieces short.

Stevedore. — Suppose your tallyman has made a mistake in calculation of the total number of

pieces.

С. O. — No, I don't think so. Our tallyman is very experien­ced in such kind of work. The mis-

take is impossible.

S. — In this case, make an appropriate reserve (соответствую­щую оговорку) in the Mate’s Re-

ceipt for this lot.

Stevedore. — I’d like to check our tallies before we resume (возобновить) work. After the break

we’ll commence to load a new lot. What is your tally?

Second Mate. — Let me see my tallyman’s entries. According to Shipping Order No 25 the total

number of bags is 1430. We have taken on board 1417, all of them are stowed

in lower hold No 3.

St. — Then our tallies disagree because my tallymen marked all 1430 bags as taken aboard.

Look here, first 10 drafts were 20 bags each, which makes 200 bags, all other drafts con­

tained 30 bags each, and the sum total is exactly 1430 bags.

S. M. — You see, the difference can easily be explained. Your tallymen included those thirteen

bags which we rejected (отка­заться).

St. — Oh! I have quite forgotten. Now everything is in good order. I am sorry! Thank you.

Stevedore. — We’ve some discrepancies in this consignment of hides (партия кожи). Let’s

compare our tallies.

Cargo Officer. — No, we needn’t since I have rejected two bales. Some hides were torn and bad-

ly stained.

St. — Where are the bales?

С. O. — Just over there, at the bulwark (у фальшборта). -

St. — I’ll send them back to the warehouse and we’ll replace these bales by good ones.

C. O. — Thanks! In this case we have no dispute.

Cargo Officer. — We should like to start discharging all the four holds simultaneously (одно-

временно) if you can manage it (справиться).

Stevedore. — We can. What consignments are to be unloaded first?

C. O. — First of all you should unload the cases covered (включенные) by Bills of Lading Nos

1 to 5.

St. — How many cases shall we sling for each draft?

С. O. — I think 20 for each draft will be all right. Let the tallymen count the number of cases

before they are removed from the sling.

St. — All right! In case of any discrepancy the tallymen will report to you at once.

С. O. — Very well. This is very valuable cargo. Tell your tallyman to count the number of cases

in this draft over again. This draft seems to be (кажется этот подъем) one case short.

St. — All right.

С. O. — We’ll have to count (мы должны сосчитать) the last five drafts over again. There are

10 bags extra. 1 suppose there has been a mistake in the calculation of the total.

St. — We’ll do it after discharging the last rolls of paper. Everything seems to be all right there.

С. O. — Good! Let’s check up one more consignment and then the work will be over.
