How Customs Works


Any nation wants its own businesses to do well, so most of the time they prefer their people buy domestic goods over competing foreign goods. But in many cases, goods are available cheaper in another country than in your country, and people naturally want to buy them at the lower price. To tilt the balance in favor of domestic businesses, governments imposetariffs, also called duty, on foreign goods coming into the country.

To control specific sorts of trade, a government may impose a higher tariff on certain types of goods (alcohol, for example). Certain countries may join together to work out mutually beneficial trade agreements, enabling businesses in those nations to trade more freely with each other than they can with businesses in other nations. This gives an advantage to nations that a country has a good relationship with. To enable

A nation's customs service has many responsibilities. At its most basic level, its purpose is to regulate what comes into and goes out of a country. The foremostelement of this regulation is controlling international trade.

Customs agencies also monitor what is being exported from a country. For example, most governments strictly regulate what weapons can be exported to other nations. This is simply a common-sense safety measure: it's not a good idea to arm enemy nations, so the government has to know who is buying any domestically-produced weaponry. Some customs agencies decide which travelers to search based on random chance. Read and translate the text to fulfill the tasks below:
On account of mandatory security checks at every entrance to the airport's terminals, the passenger should arrive at the airport two hours before the take off time. At the entrance to the passenger terminal building, everyone is inspected. Domestic passengers with their hand and hold baggage are checked after check-in; international passengers, after the customs and border controls. The purpose of the inspection is to detect weapons, explosives and other hazardous objects and substances which can be used for terrorist attacks, acts of unlawful interference in the operation of civil aviation or to inflict harm to the life and health of the people in the airport.

The following items are referred to hazardous objects: all types of weapon including gas spray guns, airguns and bladed weapons, any kind of explosive material, pressurized and liquefied gases, neuroparalytic and tear gas bottles, highly inflammable, poisonous and toxic substances, strong inorganic acids and objects which can inflict harm to the life and health of citizens.

The airport is a high risk facility. One should stay alert and observe additional precautionary measures while in the airport:

  1. Do not leave your luggage unattended, do not receive objects for storage, transportation and handover from unknown persons.

  2. Inform the police or security officer in the lounge about all abandoned items found in the airport, without touching them.

There is a set of actions that a passenger should follow. First, he has to check-in for the flight at the check-in-counter. He shows his passport and ticket to the airline agent and puts his suitcases on the scales. If the passenger’s baggage exceeds Free Baggage Allowance, he has to pay for the excess. The passenger hands over his baggage and gets his baggage claim receipts and a boarding pass with the seat number written on it. The suitcases are labeled and sent off to be loaded into the hold of an airplane. Passengers are allowed to store any items in their luggage, except for items and substances classified as dangerous under international regulations. Transportation of weapons and portable radio sets requires a special permit. Some luggage, such as musical instruments, may be carried in the cabin and even on a “personal” seat, providing however that the passenger purchases an additional air ticket. Check the luggage allowances with your airlines based on the class of your air ticket.

Passengers are allowed to take one item of unregistered luggage in the cabin as hand baggage, providing its weight does not exceed permissible values for free transportation. Unregistered luggage shall be stored on a shelf or underneath the seat. Since the size of shelves and seats in planes may vary depending on the model, airport personnel may request the passengers to have their luggage submitted for transportation in the baggage compartment.

Next, the passenger goes through the security check where his carry-on luggage is screened. The Pre- and Postflight Security Check Rules instituted by the RF Ministry of Transport allow no more than one liter of liquids, gel-like substances and aerosols per air traveler, to be transported in their carry-on baggage, all to be placed into containers holding no more than 100 milliliters each.

The liquids carried are to be packed into a transparent plastic bag. The liquids purchased in a duty-free store, shall be allowed on board the aircraft if likewise sealed in a transparent plastic bag.

Passing through the Customs control the passenger can choose between the Red and Green Channels. The passenger who goes through the Red Channel fills in the declaration form and states prohibited, restricted and dutiable articles that he is carrying. He presents his declaration form to the customs officer. The customs officer looks it through and asks questions about the contents of the passenger’s baggage. The passenger puts personal belongings into the X-ray machine and steps through metal-detector. The passenger must unpack and open his baggage and present any item for inspection, if necessary. In the course of pre-flight inspection, transit police or Aviation Security Service personnel will interview passengers to identify potentially dangerous individuals and substances prohibited aboard of an aircraft.

If a person exceeds Duty and Tax Free Allowance (the fixed quota) he/she will have to pay the duty for the excess. If everything is all right, the customs officer stamps the declaration form and gives it back to the passenger.

After that, the passenger must pass through passport control and present his passport and visa to border guards.

Then he goes to the departure lounge to wait for his flight call. While waiting, the passenger can visit the Duty-Free Shop which sells spirits, tobacco, perfume and gifts.

Finally, the passenger goes through the flight gates and boards the plane.
