The substances – подлежащее, выраженное существительным во мн. числе.
neutralized – сказуемое, выраженное правильным глаголом в Past Simple.
utilized – Participle II (страдательное причастие), образованное от правильного глагола с помощью –ed и выполняющее функцию определения (к подлежащему).
